Sounds like you're doing great! If Lucy is comfortable enough to sleep next to you she can't be that nervous any more. I would recommend you try target training her to try and coax her out of the cage. Target training (or any training, for that matter) is a great way to build trust between you and your bird, and it's useful, too. This video explains what target training is and how to teach it:
. Also, if you want some ideas for REALLY cheap toys, I have a website with some toy ideas which use only paper, rope, and cardboard-- http://julianna.hoza.us/homemadeparrottoys/. I'm 14 so I spent literally all my money on my parrot when I got her so I didn't exactly have extra spending money. You can make some pretty nice toys for super cheap if you just make them yourself.
