I need to agree that each parrot in general have its own personality. I have a parrotlet, Loki, who isn't supposed to be loud but because of his situation - at the petstore, he was in the room with Macaws, Amazons, and Cockatoos - he learned to chirp loudly at his own ability. If I am not in the room with him, I can hear him chirping from the kitchen, which is about four rooms down.

I suggest perhaps looking at the birds you are interested in inperson? That way, you can understand their temperament and how they act. Just watch them for a wild and see how they might respond? Might give you an idea on each parrots personality.
