I would take them myself but my own bird is coming home tomorrow and I have absolutely no experience with injuries or very small birds. I'm hoping someone who knows about budgies comes along and sees it

RIP Gandalf and Big Bird, you are missed.
What an atrocious situation. So sad to see this side of reality; a bird bitten or scratched by a cat has a poor prognosis without (and even in spite of) intervention by a skilled avian vet.

An alternative may be to turn the birds over to an animal rescue. This is tricky as they may have a policy of euthanasia unless a cost-effective treatment is given. Or, as a long shot, a nice vet may give some pro bono or reduced cost assistance.

I thought about it for a minute but 14 hours one way and then a vet visit somewhere in salisbury and another 14 hours back. Still road trips are fun.

I suggest you send this person a response giving them the contact information for the organization called Phoenix Landing. They are very active in NC and should respond to a desperate situation...
