Why is my alexandrine parrots tail feathers ragged....??

How old is your Alex? Has he moulted since you have had him? How big is his cage?
If his cage is too small, then he won't have nice looking tail feathers since they will be constantly rubbing against the sides.
If his cage is large enough, then the feathers should come in after he moults and not look ragged.
A good diet is also so important for their feather quality and health. He needs lots of veggies in addition to a good pellet in his diet.

Does he have toys? They are very important as well so your bird doesn't start chewing on his feathers out of boredom.

But what are the black patches under the tail.....i have read that alexandrine have yellow colour under their tail...but mine has blackish yellow.....???

I still think the black tipped feathers and other discolorattion is due to a vitamin deficiency... I repled in detail in a couple of your other threads asking about feather problems and questions, and asking questions about diet and age... hopefully you saw them.
