Moulting problem and pecking chest

My Alexandrine is 1yr old and is still yet to complete 1st moult. Has been pecking chest, started a couple of days ago, drawing blood. He had his wings clipped by the guy who reared him before he came to me after being weaned. Just flaps and falls. Looking very scruffy. Does a variety of things with me, visits my daughter's weiros around the corner and has heaps of things to occupy him. Any ideas about his moulting. Should he have already moulted? How long before his wings allow him to fly?????

If he is self mutilating (making himself bleed) you need to rush him to an avian certified vet immediately for grams stains, blood work, and a parasite screening at the very least, potentially X-rays and additional testing. Please hurry.
