No, i wouldn't say that's normal if he's "doing it all the time". How long you had him? Where'd he come from? Been around places other birds have been? Does he scratch at his "face"? Could be mites. Simple test is to dab his leg(where no feathers) with the sticky side of a piece of scotch tape. Use a magnifying glass to look for small "bugs".
BTW welcome to the forum. Has anyone mentioned we really like pics,vids and stories of your zon. My hen nape,Jake ,has a youtube site,,,MsJakiepoo, and we also have a social group,,"bonding with your zon" ,,click the drop down menu under community at the top of the page and look for social groups, we're buried in there somewhere.
