Are there such things as therapy parrots? If there are, what type(s) of training/certification would be required? Has anyone heard of this kind of thing with parrots?

Yes there are. While parrots (and birds in general) do not qualify as 'service animals' (that's mostly limitied to specially trained dogs, by federal law). They do qualify for what is called "emotional support animals". While this doesn't give you the same legal leverage as a service animal, it does help in some cases.

To my knowledge, based on my own experience, to have a ESA, you need a doctors note/script. Not special training is required.

EDIT: You just have to show that the bird serves such a purpose to your doctor. With parrots that's not hard to do. :)
