So here is a pic of Bingo's new way of perching.

Bingo-sitting by wes mcfaden, on Flickr

Before he started this he had been perching ON the water bowl. That must have been hard and uncomfortable on his feet.
What had me worried was the way he seams to be resting his keel bone against the water bowl.

This is not the only place he perches. He does perch on the upper perch and he had a huge fight with one of his toys this week. He was fighting and biting for a good solid 15 min. I got a video of him playing that is about 1 min. long I can upload. I don't think a sick bird could show that kind of energy for 15 minutes solid.

Sunny a female B&G macaw;
Japie (m) & Appie (f), both are congo african grey;
All are rescues- had to leave their previous homes for 'reasons', are still in contact with them :)
I do not know anyone that sits up straight on a comfy sofa for long either.. after a while we all slump and sag into a more comfortable position ...because we can. Maybe it is the same for Bingo? He found a convenient and extra comfortable spot.

All parrots I know love variety and will sometimes deliberately seek out the not exactly horizontal ways of perching (right now Appie is ignoring the solid willow-branch and is happy perching on one of those ropes-with-wire in them, beak grinding and half asleep).
Sunny spends a large portion of her time sitting but also leaning on a foot that is parked halfway up her body in the mesh. (She is still getting used to sitting instead of dangling from the ceiling by a toe - I guess.)

My Sam, the 36 year old BFA will perch on the side of his cage down so low that he almost looks like he is laying down. Sleeps like this for a while, then goes on to play and eat. Perfectly healthy, just sometimes lazy!

Senegal Parrot named "Kane"; Yellow-Sided Green Cheek Conure named "Bowie"; Blue Quaker Parrot named "Lita Ford"; Cockatiel named "Duff"; 8 American/English Budgie Hybrids; Ringneck Dove named "Dylan"
They all have different ways of perching, standing, laying, sleeping, etc. that they like. I've actually had some birds at the Rescue that sleep on the bottom of their cages while laying on their bellies, their backs, or even on their sides! I had a mini-stroke once because one of our Trainers called my phone telling me that a new Goffin Cockatoo that had just been dropped-off at the Rescue the day before and who was very healthy and checked-out very well during her Intake-Exam was dying in the bottom of her cage...I went running into the Quarantine room and she was just waking up, and that's how that bird slept every single night, on the bottom of it's cage on it's back!!! Totally healthy bird...

Bowie, my Green Cheek, sleeps while hanging on the bars of his cage...How he does this I don't know, it boggles my mind how you could actually sleep soundly and relax while having to grip the bars with both your beak and your feet...But he does it every night. Whatever makes him happy. I tried to break him of it and kept waking him up and putting him on the perch in his sleeping cage, but he'd just wait until I fell asleep and then went right back to hanging from the bars. So that's how he sleeps. He's a weirdo, but he's a happy weirdo...

RIP Gandalf and Big Bird, you are missed.
Some of my older birds can appear lethargic at times until stimulated. Yesterday I installed a new wood chew toy in the flight cage used by Popcorn and Alice. He was excited and flew from end to end several times and aggressively began stripping wood within 3 minutes.

What you observe with Bingo seems normal!

Do you have a perch that is larger around? One that the toes just grip are the tip? Might enjoy a larger perch, if you don't already have one like that. Just mentioning as many of the medium and larger parrots it's hard to find a nice big perch for them to relax on, and it's good for the feet health. :)

There is like 4 different perches in his cage. the largest one is 1 1/2" diameter but he never uses it.
He has a lot to choose from. I don't remember the diameter but in the video I uploaded the perch he is playing off of is a natural wood. He spends most of his time on that perch.
It's only recently he started perching and "hanging out" on that wooden dowel by the food/water dish.
That's what got me concerned in the first place. Sitting there to eat/drink is one thing but sitting there long term and taking a nap was kind o weird.
