They have a lot of adjustment to them, probably better to get the medium because you can adjust it down...If you get the small it may not fit at all...

I would advise the medium. The head loop is largerand that is the hardest part of harneses- getting your parrot to put his head through the loop. Once he is comfortable doing that, you can always get a small.
