Prior to determining species, how old does the owner say this Parrot is, and how long had that individual owned this Parrot?

Yup, an orange wing.

The age is important because Amazons are classified as endangered species and just short of four years ago, CITES, a World Organization, began requiring that all Amazons under four years of age require a Hatch Document as part of their sale.

Not having such documents can imply the sale of a black market Parrot.

Ditto to orange wing. They are considered to be one of the more calmer species and great companions when bonded to their humans.

They're usually mistaken for blue fronts... which are larger and have different bone structure.

Thank you guys for the precious information.
I called the owner. He didn't know the species or the age.
And what about the lost toes?

Well, they're not growing back.... and may cause stability issues since that's one less foot to help climb with, eat with, or simply perch... but is it an issue?

My mitred conure is missing half of his lower beak due to an injury in his foster home. That was 14 years ago. It requires beak trims for the rest of his life and I'm okay with that.

The bird is going to be fine without the toes. No effect on anything; he compensates with his other toes on that foot.

And Orange Wingeds are usually very mellow, very cool birds. Not big talkers, but you never know with this one, eventually. Just don’t get your hopes up. Talking isn’t a big deal.

I seriously urge you to get this guy. You’re going to learn to really love him.

Okay. Here goes:

I used to breed lovebirds, but I’ve always been afraid to clip a bird’s nails. Brought one into a vet to do it...the vet oversaw an intern doing it for her experience...and she slipped and cut those same two toes off, right to the end.

Didn’t have any REAL Certified Avian Vets near me at that time...this vet sends me to a place 40, 50 miles away to literally save his life...and then he was just fine.
