Noise and cage pooping

Now I don't expect my GCC to be quiet but he's taken a small habit of making an odd noise when he's put away for a bit, it's higher pitched and I'm certain it's for attention and not a tantrum.
Is this a good way to handle it:
If he's getting ridiculous leave the room/ignore him till he quietens down then come back in the room and praise him and give him quality attention IN the cage. If he picks up when I come back I stay in the room but turn my back til he quietens down again, then I praise him.

This seem ok.?

Also the pooping... He seems to hold it in when he's in the cage and someone is around/same room. That's how it appears at least.
He's definitely holding when we're in the room which is not favourable.
We put him away when we cook and eat, and periodically in the day if we're home so he eats, he won't go back to his cage for food.
Any suggestions on what we could do about this? We're not sure.

The option to have him out more is great but that won't solve the issue.
Yes we are training him to poop in a certain place but at the moment he doesn't go there and is basically untrained for it.

Advice?
