My 10 year old Quaker is becoming more aggressive. We have always been closest in our family. He always used to "step up" whenever I was around but over time he has been more and more selective depending on what I wear. Now I either have to be shirtless, or wear a construction orange hi-vis shirt for him to come to me happy. He also bits his foot when he is displaying aggressive behavior. What does this mean?

There's no such thing as an aggressive parrot. If he's biting you, he's doing it for a reason. Figure out the reason.

Do you offer him treats for stepping up? Does stepping up mean fun things are going to happen? If you just push your finger against his belly like a lot of people do then yeah he's gonna get tired of it after 10 years.

What sleep schedule is he on? What food does he have? Does he get toys rotated in and out of the cage regularly? Do you change up the perches in his cage?

In short a parrot can become grumpy with people for many reasons, you need to work with him to figure out why he's acting up. Remember as well right now is hormone season so he's having to contend with those sending his brain a little more nuts than usual.

Try maybe even resetting your relationship with him, go back to talking to him in the cage and re-teaching him how to step up. It's sometimes needed to go back to square one re teach them how to do simple things
