Biting Problem

Cookie usually stops biting when I tell him not to but lately it's been harder to get him to stop him biting. And this biting amplifies whenever there's a certain bird around. That bird is a baby lutino lovebird named Sapphire. S/he's not my bird and I'm just hand raising him/her for a bird.

When ever Sapphire is around, Cookie will bite any hand that gets close to him. He rarely ever latches on and he's never drawn blood before.

As soon as Sapphire is gone Cookie still bites but not as hard. I've tried giving time outs before but not by putting him in his cage but by leaving him alone in a room for a few minutes.

My brother suggested that I should let him know that I got hurt and leave him alone for a little while. My brother said that it worked for a ringneck that he was raising, but what are your thoughts on this method?​

Any other tips are also welcome.
