Cocaktiel swollen/drooping lower eyelid - Help

Hello guys we recently built a small aviary around 7 feet in height and width (front) and around 10 feet in width (sides) and I've put in 8 parakeets and 2 cockatiel I've had them for around 2 months now and recently my pop put 2 wild brown pigeon into the mix (which I'm gonna remove soon) and now I just noticed that one tiel's eyes are a bit swollen on it's right lower eyelid, I don't think there's an avain vet around in my area (mostly for dogs and cats) and since they are in an aviary they're not tamed so I don't know if I can catch it. I've no idea what caused it, probably a husk from millet seeds. Can I do something about it if I'm unable to find an avian vet? Earlier I misted the side where the swollen eyelid is with warm water to somewhat lubricate it a bit but beyond that I've no idea what to do next. Please help and thank you in advance.

Edit: I've added a picture, sorry if it's a bit blurry it's hard to take a picture of them without them flying off. But I think that you can see the swelling under it's eye.
