Are my budgies bonding?

I can't tell if the yellow one is a female or not, because apparently lutino are different. Her cere is brown with a tint of blue around her nostrils. Anyways, I know my green one is male, because his cere is deep blue.

So.... I'm seeing some pretty incredible stuff with those two. They're both moving up and down the perch, kind of look like they're both dancing, and they're making different chatter noises, singing, and making this weird clicking noise (not beak grinding). They're also tapping each other lightly on each others' beak, and when they're doing this, they get extremely aggressive towards my other two budgies, if the other two get curious and approach them.

I've read only the male does the courtship ritual. But it looks like they're both doing it. Can both male and female do this? Or are my budgies just gay?

i can only watch from distance, because my budgies are absolutely terrified of me for some reason, and they'll stop doing whatever it is that they're doing.

Sounds like they might be getting along...quite fine. Saying that because, if I recall, beak tapping could be a sign of mating behavior.
I'm nowhere near an expert, but from the description your lutino could be a female. Is there any way you can get him or her sexed?
