Plucking problem?

I noticed Charlie screeching at herself today, and vigorously preening herself afterwards near her neck and at the base of her tail. Decided to give her a bath, and parted her feathers to get a good wash in. Saw this... any idea what might be the cause of this? She has a bald spot on her head, and has had it since I got her.

Any suggestions as to what I should do?

The best advice anyone can give you is to schedule an appointment with an avian certified vet. The bald area, the bald spot on her head and the red inflamed area around her tail make me think this is more a medical issue than a plucking problem. I noticed you have other birds in your home, they could also be at risk if Charlie has something contagious.
