Is our IRN bluffing?

Oscar-Black capped Conure-RIP my baby
We have had Sky since he was a 4 week old cuddly porcupine. He is now almost 11 weeks old. Oscar, our black capped conure wants to love him, but Sky wont allow it. So they sit together...but still stay apart. When you take one away, they call to each other. HOWEVER, when involving food or me, Sky will crouch over, fluff up his head, pin his eyes, and he lets out these high pitch warning chirps at Oscar. If Oscar ignores him, Sky will lunge to intimidate him.

I figure he is growing up and getting his independence. In the wild they have to to territorial over their food in order to eat...so I am guessing that his natural instincts are taking over.

Is he just turning into a meanie to poor Oscar or is this the typical age for the bluffing stage?

Is there any way that I can teach him that he can not be mean to Oscar when they bother want to sit on me?
