Exclamation HELP: Mounting nesting box for budgie cage

Hello all,

I am having trouble mounting my nesting box to the cage.

I bought a nesting box from PetSmart: All Living Things™ Parakeet Nesting Box - Nesting - Bird - PetSmart

The problem is, there are no hooks with which to mount it. Also, the perch is on the inside of the box. I was told that the perch is on the inside for packing purposes, and you are supposed to take it out and put it on the outside. I tried doing this, but the perch is fastened securely in place and no matter how hard I twisted it, it would not budge (pun not intended). I think it might be super glued in. Is this the way the box is supposed to be?

There are no instructions online or otherwise on how to mount this box, and I am confused. I did the best I could and put the cage on the table, propped it up on cardboard packing material, and placed an activity ladder in front of it so the budgies would have access to it.

Even with this setup, my budgies rarely if ever use it. Most breeder boxes I've seen have hooks, a perch on the outside (not inside), and are hung at the top right of the cage, usually towards the back. Ex:

I am told that the budgies will only use the nesting box (or be more likely to use it) if the box is up high. My cage has a door on the side for nesting box access, but it is in the center (highlighted in green).

I could use wire cutters to cut an opening higher up, but I am reluctant to do so because 1) I spent $60 on the cage and I don't want to risk messing it up, and 2) I am afraid of any leftover sharp edges from cutting the wire would poke my budgies and seriously hurt them.

Can anyone give me suggestions on how to mount my nesting box? I've tried just about everything. Any help is greatly appreciated.
