how long have you been actively working at taming him? also when you say he bites is it actually a bite or is it a different behavior? they use them to clean, explore, holding things and they also use them to check whatever they're about to climb on isn't going to fall. So it could be any of those. Once you get a true bite you can tell the difference easily. For flying away, where does he go? It could be he doesn't feel safe and wants to get to where he does feel safe. Try offering him a little bit of millet when stepping up and don't expect him to sit still for long, budgies are very flighty even for birds.

When he bites it can be painful but he doesn't bite every time.
Sometimes I can get him to step up without food or treats but once I bring him out he usually does a loop around the room before flying back into the cage .but if i open the cage and let him fly out without stepping up he terrorizes my room like pulli g the buttons off my tv remote or trying to perch on my speaker wires high up on the wall. If i have food or treats he readily come and eats out of my hand and even perches there to eat.

Welcome to bird ownership!

Try securing the wires away from him. Stick the to the wall or something. You sort of just let them get on with their thing. My conure sometimes wanted to be stuck to me other times he would fly upstairs and play on his rope boing, paying no mind to me at all. The more they trust you and get used to you the more they will want to interact. Just keep offering treats and they'll learn pretty quickly
