Sunny, one of my budgies is a male which has a lemon head 
, has finally jumped on my finger and was able to stay there 10 seconds for each time.
How did I do it? Well, I took them out of the cage (recommended both budgies if you have more than one otherwise they will try to go back in the cage) and placed my hand on the floor with my index finger out, but with my other hand I’m holding some millet (the more the better, but not too much) which is out of reach on the ground but is in reach on the finger, they may hesitate sometimes if they haven’t been finger trained/tamed yet, but they will eventually jump on your finger to get the millet. Once they do lower down the millet to beak level with the budgie, once they get on they might not get off until the millet is finished or they are full, but you can get them off also by going back to the ground and tap lightly on the back.
