Can I tame two budgies that are in the same cage if I take each one out one at a time?

Also will playing budgie sounds on my phone make it feel lonely since I only have one budgie?

If you have one budgie right now tame that one before getting another.
Only get another bird if you can care for another bird.
If you bond with the one you already have and spend time with him then he wont be lonely.

It depends on your birds. In this post I detailed some steps you can take towards taming your budgies. I would recommend taming them separately, however it is definitely possible to tame two at once. It really depends on the personalities of the pair that you have.

I wouldn't recommend it, not because it will make him or her feel lonely, but rather that it will make him or her confused.
