Wing flapping no flying?

I have a budgie, he loves playing with bells and watching me on the computer while i'm drawing. Always making sure to stop in for cuddles every couple seconds he is adorable. His name is tinker.
My budgie Tinker is Flapping his wings on the perch but he isn't flying.
and he can't fly given the pet store clipped his wings so short he can't even glide. I'm not happy about that but there growing back.
He is just sorta sitting there chirping and then screams and flaps his wings
I assume he may be angry or wanting to be let out am i correct?
And if so i already let him out once a day but what would be recommended
i'm able to adjust my schedule if that's what he needs? :whiteblue:

If this is not the case could you explain whats happening
i'm fairly sure he isn't happy when he does that due to the screaming, and the speed of the flapping.

My birds do this when they have not been let out of the cage for a while and just randomly in the cage, and when I had baby cockatiels when they were first learning to fly they would grip onto the perch real tight and then beat their wings really hard as if they were ready to take off at any moment but never did. It reminds me of a turbine airplane winding up to take off, lol sometimes I do sound effects when I see them doing it... lasts about 10 seconds or so. It is normal behavior and just something they do for exercise/to stretch their wings.

And a Normal Grey Cockatiel named BB who came home with me on 5/20/2016.
Also exercising their arm muscles,for that big day where they can zoom about!

Even BB,who flys very well now,still does this..usually when he is on my shoulder! Beats up my face with his wild flapping while gripping onto my shoulder like vice grips lol.

Completely normal.

yup, Rio would do it in the mornings. He would hang onto his cage and go ballistic with his wings for a few minutes then sit demanding breakfast

It's a great way for birds to get rid of pent up energy. I feel like clipped birds do this behavior more often than flighted birds do, because a flighted bird would just take off and *burn* the energy.

Xander does it twice a day just to stretch. He has the option to fly around too. Its funny coz he flaps that fast he hovers sometimes. Very normal behaviour, i think they day dream of soaring through the skies x

Xander does the hummingbird too? I saw rio do it once in the air, it was hilarious to watch

Xander really goes for it yeah lol. His little feet come of the perch for a few seconds. He always screams though when he flaps like that, is it normal? x

Rio's was a bit different, only did it once. He would often go land on a mirror in my hallway to argue with the evil rio, one time he was playing around flying about the place, went into the hall approaching the mirror, then all of a sudden put the breaks on and hovered in place for a moment, then turned and flew to me demanding a scritch
