Looks like a boy to me based on the blue cere but I will wait for other budgie experts to chime in here. Beautiful bird!

B&G Macaw, Galah, 5 cockatiels, 50 billion and a half budgies. We breed and do rescue. Too many to list each individual's name and age etc, but they are each individuals and loved dearly.
Looks like a boy to me too, butmaybe a bit over 4 months. What happened to this poor bird's tail?

I would say most likely a boy, closer to 8 months old based on the fact that his forehead bars have receded and it looks like his irises are starting to lighten up but they don't look as light as an adult's (from what I can see in the picture).

I also am somewhat concerned about his tail feathers/ flight feathers. Is he clipped? If you didn't clip his wings yourself and you were just told he was clipped, have you actually pulled out his wings to confirm they are actually clipped and not broken off or gone altogether? I ask only because a budgie missing both the long flight feathers and long tail feathers ring alarm bells for PBFD or French Moult. Have you taken your new baby in to a certified avian vet yet for a wellness check? You may want to ask about having him tested just to be safe and if you have other birds, make sure you practice good quarantine practices until he gets a clean bill of health.

Definitely a boy, and I agree that he appears to be older than 4 months old, probably closer to 10 months old, approaching a year old, based on the amount of white area he has on his forehead and how far his forehead-bars have receded.
