Crusty cere on a likely male bird?

I posted about this a few days ago, but people stopped responding, so here I’m going to post a photo. Please look at this photo and tell me whether you think this is normal and he’s actually a she, or if it is something to be worried about. Also, this budgie was lost for an unknown amount of time, I’d say around 3 or more days without eating. He could barely fly when my mum found him, even though he has full wings. He is eating fine now, we’ve had him for 3 weeks. He’s currently only eating seeds since that’s almost definitely what his previous owner fed him, but I want to get him on a better diet. He also does not seem to understand the idea of toys. He has no idea what to do with them, and I honestly don’t think he had any toys in his own home.it would also be nice if someone could recommend a way to show him what to do with them. I would let one of my other budgies in his cage to show him, but I haven’t had him for long enough to be comfortable letting him be in direct contact with any of my other birds. Anyways, does anyone think I should be worrying about this? I was also wondering if anyone thinks this could be scaly face. Apparently a few years back my cousin’s budgie had an illness that if not treated could cause his beak to fall off. I’m really hoping it’s not something like that and that it's only that he is actually a female...

Looks like scaly mites to me. I suggest bringing to a vet.
