Budgie Started Biting

My boyfriend and I take care of this little parakeet.
At first, he was a little skittish but then warmed up to me and let me give him scratches. He then started to grow a bunch of pin feathers around his neck and head and wings.
He didn't want to be touched for awhile, and I thought this was because of the pin feathers. However, it's been over a month now and he still has a few pin feathers and still doesn't like to be touched anymore.

Is this because of the pin feathers? If so, how much longer will he be in this state?:whiteblue:

And a Normal Grey Cockatiel named BB who came home with me on 5/20/2016.
You can help soothe the little guys discomfort by giving him baths/showers. Using a CLEAN plant misting bottle ( one that has NEVER had any type of chemicals in it) squirt the water up into the air above him,and let the droplets fall on and over him. That could help the sheaths on his pinnys to soften up and make it easier to remove them. If he allows you to touch him,you can put the pin feathers inbetween your thumb and forefinger and GENTLY roll them back and forth to separate the sheaths and help the new feather immerge.
