I want to know if my budgie is okay

I've had my bird for about 4 years now, and recently he's displaying some weird behaviour, and i want to know if it's normal.
He keeps jumping from his swing, to his perch, to the side of the cage, then climb up the side, hang upside down and then jump back to the swing. He keeps doing this over, and over, again.
I recently removed one of his toys because he kept regurgitating on it, to try and feed it, but he was getting skinny and drinking too much water. It was around that time that he started doing this behavior, so it might be connected.
Please tell me if the repetitive behavior is normal.

Yes, I would definitely be concerned. Any complete shift in behavior merits some concern, but the fact that you say he was getting skinny and drinking too much water are enormous red flags. Both of those things are warning signs that something might be seriously wrong.

I suggest that you get your budgie to a vet as soon as possible. (A certified avian vet if at all possible.) His life could be in danger.

Many budgies are kept in way to small s cage. Every single cage I have seen sold at pet stores are to small , cruelly to small. Budgie are very active birds and need a large cage, and if you are able free time flying outside of the cage in a hom environment that is made safe.
The behavior you describe reminds me of repetitive behavior many animals display when kept in to small of a space.
What is the size of his cage?
I myself have made the mistake in the past of having to small of a cage, until I was able to better understand the needs.
