Help Shurik to be healthy!

The budgerigar has no tail feathers, feathers on the wings, itches constantly, bones are visible on the shoulder.
We had two veterinarian ornithologists, no one can help us:
A) diagnosis 1 - systemic bacterial infection / dermatitis / folliculitis / circus virus / polyomavirus. Microscopy of the bird feather did not reveal parasites; no fungal infection

Treatment: amoxiclav, diflucan, meloxicam.
The result of treatment visually is 0.

b) diagnosis 2 - microscopy of the bird feather and cuticle of the parasites did not reveal, pass the litter to the ovum worm (NOT surrounded).
Treatment method: hofitol, stronghold, B12.

The problem is, that vet doesn't not that the exact disease and give as random medicine.
Can you advice something!?

If this is because your Budgie is plucking and mutilating himself, the picture do seem to show a secondary skin infection, ( probably bacterial).

First you need to address the cause of the self mutilating, ( if that is what he is doing)

Are there other pets in the house?
What size cage is in. Too small a cage causes constant stress. And it seems all birdcages sold for a budgie are way way to small.
Where is the csg placed in your house? Can you attach a pic of the cage?
What does this bird eat? Does he eat leafy greens and veggies as well as his seeds? You can also offer some scrambled eggs, some boiled egg shells. Does he have a cuttle bone and burd minersl block?

Do not add vitamin to water!!! It grows bacteria in an instant. Do not treat for parasites, he dies not have parasites. He might have PBFD, but he us chewed himself too if that's the case.

He needs ten hours of a well lit room, don't keep him in a dark location. And ten hours of uninterrupted sleep. A set schedule if light and dark.

Make some paper cut into little strips and zip tie into a little pom pom shape for him.make sure he has plunty of toys
