So I have these two parakeets, and when I bought them about a month ago the lady told me they were babies. So now a month later I've noticed that they go into this little type of fighting mode (especially in the morning) but ten minuets later they are preening each other and taking turns at the food bowls. Tapa (my blue one whom I suspect to be a female) likes to dig her body underneath Tio (the white one that i think is a male) and push him off the perches! While Tio likes to stand on the food bowl and hog it to make her mad. Tapa has also taken over the swing they have in there and only lets Tio on it sometimes. But Tio initiates most of the fighting.

Could this be them just establishing some sort of pecking order since they are growing up?

It also concerns me little because their beaks are somewhat chipped on the sides. Maybe I should get them separate cages?

I think parakeets do have pecking orders, as my budgies are also like that. One is definitely the leader of the pack (of 2) lol! Mine don't really fight anymore though. I think when they establish and agree on the pecking order, one just becomes alpha and they keep it that way. Not sure though, maybe someone else can give us some insight.

Some just don't get along with one another. Certain ones can be extremely mean. They should all get along most of the time. Do you have them in big enough cage?
