Hard to tell because it's too close but I doubt it. It looks to my eyes like there are multiple flowers on a single stem. Dandelions don't grow like that. They have a single flower on a stem.

I dont think thats a dandelion its hard to tell from the pic but it could be groundsel ...if its groundsel the wild birds do actually eat the white hairlike seeds that the flowers turn into but I have never given them to any of my parrots

These are leafs of the plant, there is no flowers left, it's windy over here

I do see wild birds eat it,

Jeje I wasn't planning on giving them to my tiels, that's why I was double checking first ;)

Also, it looks more like the plant you mention, groundsel
