Elvis can't fly

Elvis could fly laps around the room even with clipped wings. He was a great flyer! But now that his flights have grown back in, it seems like he can't fly. He's had X-rays, his wings aren't broke or anything, nothing is wrong. He just drops like a rock. At first I thought maybe his harness was weighing him down (though it never has) but even without the harness he can't fly. One wing has all flight feathers, the other wing is still growing in the two outer flights. What could have happened?

He may just need some time. When birds get moved around to different homes, it can make a huge impact on their confidence and personality. They don't know why they have to live in a different house. They have no idea what really is happening, and there's no one to explain it to them so they understand. He may have been left very confused by this situation.

Sky - Older, trouble, jealous & chewer

Previously had a male Budgie that lived for 12 years.
Not sure how old Elvis is but Sky is about 9 months now. The breeder cut 4 wing feathers each side when we originally got him and put on weight to around the 100g mark. He wasn't great at flying, he always​ would try to take off then immediately it lead him on an angle towards the ground.

He got better at flying as his wings grew back in but it was still a bit wonky. Most of them are grown back now and he flies much better. He's also lost weight after being able to excerise - he loves to eat haha

Sunny weighs about 82g and Sky weighs about 94g last time I weighed them.

Not sure if this was any help though.

103 g's?....wow BB was only 86g's at his last wellness check a month ago..

Some tiels are just larger in size :) 103 grams is not heavy or big for a tiel at all.

'Nut has weighed 110 grams before :) 'Nut has always normally weighed 95-105 grams (he was 105 grams when I got him as a 3 month old). Rascal is a smaller bird than 'Nut. Rascal's average weight doesn't get higher than high 80s.

Elvis will be 2 in September, weighs 103 grams, his last time to the vet was Wednesday as a follow up for his liver disease, he has no other health problems other than the liver disease, no broken bones.

Someone on YouTube mentioned an uneven clip being the cause, but would those 2 feathers really cause that?
