So my cockatiel Moana is semi tame stepping up and down however she does not want me to scratch her head. She just bites me. How can I teach her to like it or atleast accept it. Thanks

My JoJo and I have been together 3 years now, I can flip him upside, rough house, etc--scratch his head or neck? I bleed!

First of all, love her name! Moana the island princess!

It sounds like you need to work on your trust-bond more and just work on getting her more tame. You simply cannot force her to do something she doesn't want to do. This means taking more time out to interact with her, give her treats, continue with training, and you should be able to make progress with petting her head, though there is no guarantee she will allow it. It will most likely just take time, patience and lots of treats :)

itzjbean is right, just because a bird will step on you doesn't mean it's time for cuddles...

HOWEVER, if you've made i that far you've made really good progress, keep giving treats and convincing your bird "they" are a good owner to "you" and you'll get there soon enough.
