Screaming Cockatiel

Yesterday I got a cockatiel from someone who wasnā€™t able to look after him anymore. Today is the second day heā€™s been here, and he started nonstop screeching. I think it happens when he wants attention, or when I get out of his view. I know cockatiels can be loud, but I rather have he sing/chip for hours than screaming for my attention. Heā€™s not tamed because his previous ownerā€™s relative decided to grab at him, so I canā€™t really touch him without ending up with a scratch or two. Since Iā€™m currently still going to school, I have a pet parakeet who I had for more than half a year in a separate cage near his. I thought that it would keep him from being lonely when Iā€™m gone. Clearly, I was wrong. Is he yelling because heā€™s in a new location/home, or because he wants attention? If so, what reinforcements can I do to stop his screeching? Besides, Iā€™m worried that the neighbors would complain since I can hear him outside my backyard when he yells.

I have one Umbrella, a Bare Eye, and two budgies.
Give him time. When I first got Fred, my umbrella cockatoo, he screamed for minutes on end whenever I left the room.

Now he knows that I am coming back and the constant screaming has ceased. Your little guy has been through a lot so please be patient.

He is a beautiful little boy.

He could be screaming because he misses his previous owner.

give him some time. reward quiet behavior.

The boy cockatiels due tend to be more noisy that the female.

Good advice above.
About the neighbors... with a screaming Patagonian in my house, neighbors have been an issue. My advice: get on top of it; be proactive. Go to the neighbors, explain, ask for patience and mercy. I've even gone so far as to take cookies or fast food gift certificates to neighbors!
