And a Normal Grey Cockatiel named BB who came home with me on 5/20/2016.
Not knowing much about Cockatiels,except for BB my normal grey,thats what I'd call your guy too 
There are plenty of savvy 'tiel parronts here,I'm sure someone with better knowledge will be able to answer you.

I don't have any experience with cockatiels but I'm sure he's whiteface not normal grey. Maybe pied witeface but I'm not sure, we need somebody who knows more than us, maybe also better photo?Not knowing much about Cockatiels,except for BB my normal grey,thats what I'd call your guy too

It's hard to see if he is pied from here because his back markings look like a wf grey. For the pearl mutation, how old is he? Males don't exhibit pearl markings past their baby colors. It'd be hard to determine if he was pearl or not unless you've seen him in his baby feathers or potentially seen his parents.
As for the nails, I'm not completely sure. I've seen wf tiels with black nails and white nails so it doesn't seem that beyond me to have one with both.

His last owner found him in her yard and heās at least five years old now

From what I see in your bird you have a WF, looks a lot like my male, the second picture is my female lutino pearl pied, the pattern on her wings is the pearl, and the break-up of her colors is the pied gene, my male who is only visually proven also has multicolor nails, so not to rain on your parade, but whiteface is all I see, which there is nothing wrong with that. I hope it helps for what it's worth. Can you possibly post a better picture of his/her face?

From that picture he doesn't look pied but another one of the birds front would help confirm. I have two pearls and their nails are all black. I'm not sure if the nails correlate to the mutation though. Males lose their pearling after their first few molts so you'll probably never know if hes a pearl or just white face.
