I have a cage like that for my two budgies, only think mine might be larger...??
I think you might be happier if the cage was higher of the ground, at least that's how I feel about mine. One day I plan to change mine out.
I think at most you could have two....

If we're talking about ideally, it's a great size for a single cockatiel. The general minimum is 24 x 24 for tiels and you will need to double that for two tiels. At most though, little less than ideal, two. Just make sure you have a water and a food bowl on either side of the cage. No more than two though.

My pair is in a 24x36x24, and I wouldn't dream of a third, I'm fortunate that they are very much bonded, and he is absolutely in love with her. I agree, ideally one for your cage, two at maximum without exception. I actually want to double their cage, but my home doesn't provide the space.

You'll find that cages like this are good in idea but often times birds will only utilize the top portion of the cage/ They like being up high!

I recommend this one, it's a double flight cage with a shelf for storing food underneath -- it's great because it's high up off enough the ground that my cats can't get to it and is very spacious. It was $200 shipped from Amazon.

This is my current setup with my newest cockatiel in her own cage on the left, my big cage on the right with 3 birds total (1 on left, separated with divider and 2 on right)

I use a double critter nation, top half is for my tiels, bottom half has my budgies, and we have a second double cage (Amazon's version) without divider for our indian ringneck pair. Other than seed and such falling onto the floor around them, the cages have worked well, the double doors open up the entire 2x3 front, and have been a HUGE help in taming my male tiel as well as letting his wings heal, in smaller cages he would beat his wings on the cage till they bled. Because of him alone, we decided that the smaller doors usually associated with bird specific cages were not ideal for us. Not to mention they are generally considerably more expensive than the double cages we have.
