Is this normal?!

This dot on his cere actually looks something like a cut, the picture quality isn't good, sorry-

and that white line around his cere and beak looks like skin? like you know if you have a cut on your finger and there's like white curled up/dead skin there? It's also ON his beak. That.

He/she is 7 weeks old and we think he/shes a female but we don't know yet, if that helps.

Do we need to take him to a vet? He isn't showing symptoms of sickness and isn't lethargic either. Active lil' borb.

Oh! Also, in my area there is a vet really close to me, not specifically avian, but they take in exotics more than cats and dogs. Can i take him/her there or do i have to go to a specialized avian one?

Please help! All advice welcome!

Looks like your bird may have had a small injury. Could have been self inflicted with a sharp claw or banged against the cage or something similar. Little bit of dried blood maybe or it could just be a bit of dirt. The dried skin doesn't look like anything to worry about. It's not inflamed or discoloured at all. Mine look pretty similar. Cockatiel's have powder down so you may find it looks worse than it is as the powder will highlight the dry skin.
