American Bulldog Mix,
All bird's beaks peel layers off. Most you don't notice because they take very good care of it by wiping it on their cages or stands, etc. My first RFM kept his beak in excellent condition, my new one- not at all. She gives it about 4 wipes a day on her stand and calls it quits, so every few weeks I have to file off the layers. And my previous Goffin used to chatter her beak a lot. Pretty sure it's normal, but it's odd to hear still, especially when you're in your apartment alone at night and that's what you hear... creepy.... lol

By chatter, do you mean grind? All birds will beak grind when they are sleepy and content, or sometimes just one or the other. Also, Sugar's beak is peeling and it looks awful, but she won't let me get near it with a file, lol. So, it looks bad. But her diet is good, she's got plenty to chew on and the Vet said not to worry too much.

Without a pic though, it's kind of hard to tell if what you're describing is normal.
