What a shame.. it could be due to various different things. It also looks like something is up on the cheek/eye area, maybe some infection or something. It needs to see an avian vet ASAP. In the US they go for as much as $20k these days. Its impossible to say what exactly is wrong but judging by the chain connected to the leg, it doesnt seem like these people are capable of taking care of him or her. Its so sad to see especially with a bird like this which Im pretty sure is endangered.
Those people would be in for an ear full if I ever saw them.

Black Palms go for lots of money.

Extremely sad to see such a fantastic bird looking not so good. Possible reasons are diet, disease or conditions.

I think plumsmum was just showing you what the feathers should look like in the link. She was not attacking you, her comment was meant for the person in the picture:)

There is no way for us to know what's wrong just by a picture, it could be diet, illness...you could ask them what the diet is and give them advice as far as that goes, or better yet recommend they take him to see an avian vet.

I think youre getting a little bit upset and confused because of the language gap. She wasnt saying YOU, shes saying that when she sees the picture, she thinks, why is that kid smiling if the bird hes holding looks so ill/bad. You does not mean literally YOU, its directed at the picture, the kid holding the bird, and not you, posting the picture..
Also, if you want to help the people who own this bird, then tell them to bring it to an avian vet. It needs to see a vet. Other than that, it needs plenty of love, attention, and a nutritious diet consisting of fresh vegetables, fruit, and healthy good quality pellets.. not too much seeds.

Yup I know from picture is hard to tell, or can't event tell.. if is my bird 100% will bring to vet for sure. But this is other bird and he got his own way. As for me I'm just sad to see a nice bird become like this.. I'm sure 99% is seed diets...

Of course, we appreciate that youre trying to help! And youre probably right about the seed diet. Maybe you can give them a bag of some pellets and tell them that it would help the bird? I know they can be expensive but if you have any extra money laying around maybe you can see if they would be open to trying something new for the sake of the bird?

Please for most of us, that photo is horror! The poor bird is so sad! To see the handler smiling, and the chain! Please understand! Are you in a position to help?

I think he just thought that plumsmom was referring to him when she said "you". English is a super confusing language compared to some others with all the multiple meanings for a single word.. I think he got it when I explained it above though, but I thought the exact same thing when I saw the photo like why is that little boy smiling when his bird is so out of shape!
Hopefully he gets into the hands of the right person.

I do what I can.. yesterday was a bird gathering, so I don't think got the chance to see the bird again. But I was Looking ard to ask people see who him and share with him.. I'm worried the bird may affected by virus or pbfd..
