May or may not be a concern. I keep the physical attention to head scratches, this morning I noticed a loose feather on her chest, so I took my fingers & it came off pretty easy, I noticed that her skin was a like pink, Holly & Stewie are both grey. I have no problem with her plucking, I called her Vet to see, she just had a wellness exam in March & the vet didn't say anything & she checked her skin.

Lou, Ruby, and Sonu.
Fly free Plum, my gorgeous boy.
Just for reference Plum has both coloured skin in different parts of his body.

Hope she isn't plucking though?

My vet called me back, she said Daisy is perfectly healthy, she said she would have been concerned if Daisy was a plucker but she isn't. I take pride in my 3 cockatoos feathers, they get a warm shower twice week (Tuesday & Thursday) & on Sunday I bathe them with a shampoo (pic attached).

RIP Gandalf and Big Bird, you are missed.
I've noticed variations with cockatoo skin color. Some of my Goffins have predominantly grey skin while others are more flesh-toned and soft. Doesn't seem to have a correlation with age or diet.
