Biting?

I have had my AG (congo) for about a month now. At first he was pretty calm and let us tickle him but the last week or so he has taken to biting. He tastes a lot so i know the difference. He is actually breaking skin now. Its mostly when taking him back to his cage. We are having HUGE problems teaching him to step up (or he is just being stubborn, he's 2 and stepped up for the last owner). He likes one of us better than the other, i'm the one he doesn't like as much and if i go to tickle him in the day, he is ok at first but then starts biting and his feathers tighten.

Any tips on the biting? And also on getting him to step up?

My suggestion is when placing him back in the cage, place him on a stick, then into the cage.
When Mishka my African Grey, now 2 years old, started biting, I used to make a fist, above her head.
Not scaring her at all I said, say sorry.
Placed her back in the cage with a stick, and said again say sorry.
The biting stopped almost immediately.
Now when she does something she should not do, and she know it she says sorry.
Also take into account, you have only had him for a month.
I think he is still "finding his feet"
The bird must settle down, new family to adjust to.
New surroundings, voices to get used to etc.
Any changes, in a birds environment can make them nervous.
Trust, patience and loads of love and attention, will eventually win him over.
