10 month too early for toilet training

16 month old Congo African grey called Leo
We've been trying to toilet train Leo for about a month now.so far it's one step forward and several steps back.. is it too early? Is there anything important that we are forgetting to train him for before this? Any tips would be helpful. in the beginning he used to only poop inside his cage but now the more comfortable he's got with us and the house he can GO anywhere.
Also his poop is really watery whenever he eats chop. I've heard it's normal because of the water content in the vegetables. Is that the case with other birds too? he doesn't seem sick or anything.

RIP Max and Bugsie (white capped pionus).
We just started saying 'poop' whenever our gray did so. That was when he was oh, 4 months old, and just saying a few words. Gradually he would say poop when he pooped, then learned to poop on command. It only took about a year. Just don't use the trigger word for ANYTHING else or your bird will get confused.
