Why does his tail look like this?

Is his tail feathers brushing the sides of his cage?
Or he could be over preening and chewing the ends.
If his cage is the problem, getting a bigger cage where the tail feathers don't catch it can solve the problem, because when my bird was in a cage too small for him, his tail feathers looked like that too, since getting him a bigger cage his feathers have started looking a whole lot neater.

The tail looks like your bird was in a cage that was too small for him and his tailfeathers were dragged along the bottom of the cage. It isn't serious and once his tailfeathers molt, he will replace them with gorgeous new ones. If it wasn't the cage, cagemates can also chew on another birds tail and it will look ragged like this. I do not see any stress feathers to be concerned about, so relax and just let them grow. You could pull the feathers and they will come in quicker, but that is painful and really unnecessary. Make sure your bird had perches that are high enough to keep his tail from dragging along the bottom of the cage.

His cage is pretty big for a Conure. He has a lot of toys and I dont see him chewing at his tail. But like i mentioned I got him like that. Did your birds tail grow back?

I have a little black capped conure that was housed with a sun conure and the sun chewed on the bcc's tailfeathers, they looked worse than yours. One molt and they are now gorgeous.

Other birds can chew tail feathers also. I was at a bird shop recently and was talking to the breeder because one of the GCC's tails looked like this. She said one of the babies had been munching on them.

Baby birds often have tails that look like that because they can't perch until they get to be a certain age. So it gets dragged around. My BC often looked like that as well just because she was a clutz, lol! She was in an amazon sized cage, but would smash it into things regardless. She would also have a night fright every once in awhile and fall to the bottom of her cage.
My Nanday is in a smaller cage with a bunch more things in it, but she is much more athletic. She almost never has a feather out of place. She also grooms what seems like 100x a day.
What can you say? They are all individuals.

Normally this is cause by small cage .. but in some cases is because they chew it .. no worries as it will grow back and looks beautiful later on .. ^^
