Yes it is not uncommon for a 10 week-old to take short naps during the day. However, being fluffed up all the time is not normal.
A bird who is too hot will usually pant and hold its wings away from its body.
You just got her yesterday, do you have a check up scheduled with your vet?

Does she stay fluffed when you interact with her or just when she is napping?
Is she eating and drinking?
Be sure to have plenty of fresh water available. Does her vent look clean?

She is probably just resting I remember Forrest did that a lot when he was real young. But very perky when he was with us playing. You might direct a fan from across the room toward her area. As long as it isn't too close. My baby's favorite place is the back of the couch and you would think he would freeze because the AC vent shoots right down on him on that end and he always sits on that end. So I guess it doesn't bother him. I have always been afraid of drafts but he loves it. All he would have to do is move to the other end of the couch. LOL

You can use a spray bottle and spray her as well. A bird bath is also good for GCC as they love to take baths. Mine do so every day. If the temp is uncomfortable for you, it is likely that it is for her as well.

Yeah I keep a spray bottle around for the hot days. Sometimes air conditioning just isn't enough to cool a bird off. I don't know a conure that wouldn't appreciate a cool misting.

GCC will usually jump in a nice bowl of water. See if your bird will do this as it will cool her off completelly.

Also the air conditioning remove all the humidity which is not good for them as well, so the misting/bath is important.

AWWWWWWW all she wants to do is to cool off

Remember when getting a new bird, a vet visit is very important.
If anything is not right, they can normally pick it up immediately.
Take the opportunity to ask question, pertaining to the birds wellbeing etc.

Like any baby the little thing needs sleep. This is very normal.

I remember our new Green Cheek baby. She was in the shower with me and she feel asleep. She was so relaxed. I've never seen her do that again. It was adorable. She's now 5 years old and doesn't have the sleeping patterns as when she was a new baby.
