we will be getting phoenix (baby sun conure) in a week or 2.

I suppose it depends on if u can hand feed or not. my sun will be about 4-5 weeks when i get him. and i will be doing hand feeds till he weans. Cosmo is still on 3 feeds a day atm

No, he should remain at the store/breeder until fully weaned. Aprox 8 to 12 weeks.

Yup. I've heard a few times that if you hand feed your bird, it will see you as its parent and eventually try to separate itself from you and search for a lifelong partner, which is what most owners wind up being.
