This may be a silly question but how do you tell the difference between plucking and molting. New bird gal here:)

Unless a hard molt, molting birds will not have abnormal bare patches of skin or grey feathers.

Birds that pluck will have bare patches of skin/feathers, may pluck blood feathers, may snip the end of feathers, may over-preen other birds.

When Jasmine had her first moult she would preen and voila feathers came out! I was worried she was plucking but within a few days she was covered in spiky pin feathers so clearly a moult! Then we have the fun part of helping her 'pop' the pins when the were ready - she loves us helping her after a bath :)

Indicators that your is molting,
losing lots of feathers; beginning at the "head" and then some lower body feathers will molt.
If your bird is scratching itself more and seem quiet and subdued. Birds in molt do not have bald spots, but the feathers may look a little rough and out of order. Give your bird a warm water bath at least once a week may help with the itchiness.

If your bird is plucking, lots of feathers falling from one particular part of body, the birds chest, behavioral problems may occur like screaming. Bald spots almost always happen and the bird may "squeak" as it pulls out feathers. If you think your bird is doing this, please take him to the vet to rule out any medical problems.

all of the above information helps - also try and watch your bird as it is preening and see how they are treating their feathers. If it is plucking you will see them clearly pulling on the feathers, they may chew, or linger on one part of the feather as well possibly weakening the shaft.
Normal preening is when the bird works smoothly from the root to the end of the feather without much chewing or pausing, though they do work the feather in such a way with their beak and tongue that it could look like chewing - but this will be consistent as they work along the feather, not on one spot excessively.

You can also look at the lost feathers for signs of abuse. Broken quills, split shafts, chew marks, or just overly tattered (they will be mildly tattered, old feathers that they are). Excessive preening can also cause a loss of colour which looks a lot like stress bars on the feathers. > Moulting feathers become loose in the root and should not usually cause pain, or require much effort on the birds part to get them out.

It is hard to describe what is excessive, but even as a new bird person its hard to miss once they get started. The only problem there is that by the time you get to that point it is hard to stop. :/

If you are asking this question for personal reference i hope your Fid is ok. :)

My parrot keeps on plucking and at time looks like scratching.
This results in feathers coming out.
Is this plucking or molting?

I don't see signs of plucking. Probably molting. Bathes help with molting.
