That would probably work. A lot of people use newspaper. Some even shred newspaper to use as bedding.

I know here they seel stuff that is for the bottom of the cage it is like crushed shells. Wood chips are usually Cedar and I have heard that is a no no. I personally use either dog pads or news paper.

If you're talking about cedar shavings...NO...they can cause skin irritations on birds & there is evidence that they may also cause birds to pluck and/or mutilate, as well as possible respiratory problems.

Actually, cedar shavings should not be used as bedding or otherwise around pets or their cages...especially babies:

Eco-Muse Journal (see mayapple)

Juniperus virginiana (see chemistry)

If you can find aspen shavings, those would be OK.....

Just because it is sold in the pet department of your favorite department store, supermarket, pet store or online vendor doesn't make it safe for your birds or other animals.....their interest is selling product/merchandise, not researching safety issues.....until it becomes publicly noticed.....

You'd be better off just using newspaper. If theres a grate over the newspaper then printed paper is fine. If the bird is able to come in contact with the newspaper then you should use unprinted newspaper.
