There are quite a few nerves in a parrot's tongue & they use it to taste and otherwise identify items, so I'm pretty sure (s)he's not biting it or otherwise damaging it.....I would be inclined to just consider it a quirky habit.

The beak grinding is actually the rubbing of the lower beak against the top beak, the upper beak is ribbed on the inside & the rubbing/grinding is a sign of contentment as well as a way they keep their lower beak in shape.....

If you watch people, their are a lot of us who unknowingly stick their tongue out as they do their job or when they are working out a problem.....it's just a habit they have developed.....

Lol, I taught my sun to stick his tongue out and wiggle it around...he watches me very close...so if I do it, he copies...lol. not great manners, but funny to us..

Puck used to sort of pinch his tongue with his beak like that. It was just one way of fidgeting, I think.
