From what I understand, dried and cured white Elmer's glue is safe for both children and pets because it has a milk base. But, in its wet form, it is hazardous to birds. If you'd like to use it, use it away from your birds and properly cure it. I know of people using it in the past and thus far no bad news, but I'd take precautions by calling an avian vet and telling him/her the ingredients to be sure.
