Vampire Conure Question

Okay another weird question, my Conure keeps trying to preen my hand, except that he breaks my skin constantly. He then tried to lick my blood up, and I'm not sure what he's trying to do. I know this seems weird, but I'm not actually sure what to do with him.

Is he biting or preening? Paco does my hands, each finger, nails for what seems like an eternity every night and has never broken the skin. Has he learned gentle touch? They really do get that concept once they learn it, then all you need is a be gentle command if they get rough.
Not sure if him licking your blood would be bad for him? I would think so?

I'm pretty sure it starts off as preening, and then he finds old scars and stuff on my skin and decides they don't belong there. So he tries to remove them. I don't think he does it to be malicious, cause it's not an angry bite or anything. But it is weird.

Ya our conure sometimes fixates on scars, pimples, moles..anything she considers an imperfection and should be removed pronto! I tell her to be gentle before she rips it off and most of the time it works.

To get to the point that she listened to be gentle, I would say it and remove her beak from what she considered the disgusting eye sore. If she still insisted I'd put her back on her cage. We did this alot before she realized that she would have to deal with the fact that sometimes humans are disgusting and have imperfections that she would have to live with.
