Shamrock is attacking my family

Shamrock a green cheek conure
Shamrock is a young (4 no more than 6?) green cheek conure. I'm usually the only one who handles her. A few years ago she flew at my sister, it didn't look aggressive but was trying to get a grip, unfortunately she was trying to on her head. Well my sister was pretty much done with her since then but has gotten better around her cage. Today I took her out and my dad went to get her to "step up" and she more so bit then stepped up so he pulled away. I was thinking that usually when she "steps up" on me she bites me first then steps up so maybe that's what she was trying to do to him. My mom then tried to not pull away and shamrock was not having it. She kept biting her until my mom eventually pulled away. Then she flew around the room and over my moms head then landed on my arm which my mom and our family friend freaked out about so I put her away. Is there anything I can do to get her to not bite my family? Do you think it was aggressive that she flew at my sister? When she's at one spot too long she flies for a bit then returns too me.:green1:

Hi I am just wondering is she is biting your family because she really does not want to step up for them? WDYT?

I have not seen a parrot fly at anyone is a nice way LOL. If she is not keen don't push it.

Possibly, but she also will bite my mom if she puts her hand by her cage, thank you for your comment!

Sissy will only step up if you have a breaded rope in your hand....she won't do sticks.recently she decided that my arm is ok when I'm putting her in her outside cage,when I'm leaving for work...other than that she hates everyone...especially if you wear a ball cap....try a breaded rope that's not to short. My y.n.a. Never stepped up on us unless he had his stick.some birds are difficult.
