I have taking in a blue crowned conure about 2 months ago and Georgie is his name or her we don't know if he is an tub boy or girl know body knows . We r the fourth owners of this bird. He has warmed up to me to a certain extent , but seems like he is not warming up any further , he spends most of his day out of his cage we sit in the same room talking feeding treats to him. But he will not warm up any closer than taking a treat or food from your hand. He will not step up but he comes close and looks really curious all the time and looks as if he wants to but then nope physc not gunna haha. And if you try to get just that 1 cm closer then he want to bite ..

Well, given the information you've provided- his/her behavior seems pretty normal.

The more homes a bird (or any animal for that matter) goes too, the longer and harder it may be to properly bond with the bird. Animals can develop abandonment issues just liek people (even if it wasn't technically abandonment).

That being said, two months is not a very long time considering. I'd just continue to interact with him/her and allow him/her to approach you at their convenience and not pressure them into it. Hopefully, he'll eventually warm up enough to let you hold him or pet him. It just takes time. It's not unusual for there to be a 'standstill' time period where it seems like no progress is being made. Just keep being patient.

Thank you for taking him in!
Poor darling... he has probably had his littke heart broken several times... now he is trying to figure out what's going on and how much he can start to trust.
Please, just keep him, love him... read about trust-building/etc. threads here, and...

Two green cheek conures, one sun conure, and two quakers.
Thank you for taking the time with this little bird. It has taken close to a year for one bird I rescued to readily come to me. He's still afraid of fingers but is starting to enjoy head scratches. It depends on what they've gone through. Be patient, love from a distance. It's hard because we want that little bundle to love us like we love them. They aren't like dogs or cats but oooh, are they worth the time! Best wishes for you both!
